Representing the government
Osman was appointed Chairman of the Board of Directors of Telecom Egypt in March 2016, representing the government.
Osman is the Executive Manager of the Egyptian Center for Public Opinion Research “Baseera", and a professor of statistics at the Faculty of Economics and Political Science, Cairo University. Osman served as the Minister of Communications and Information Technology (MCIT) in the caretaker government which was formed after the 25th January revolution in 2011. He has also served as Executive Director of Information and Decision Support Centre (IDSC), an affiliate of the Egyptian Cabinet, from 2005 to 2011. Osman was the Executive Manager of the Demographic Center in Cairo in 2004. Currently, he is the editor and lead author of the 2016 Human Development Report for social justice issues.
Osman is a member of the National Council for Women and the Vice President of the Union of Arab Statisticians. He is the Chief founder of the Arab Network of Public Opinion Polling Stations and Coordinator for the Egyptian Initiative for Right to Information. He is a member of the Institut d’Égypte, and member of the Board of Trustees of the faculty of International Affairs and Public Policy at the American University in Cairo. He is Board Chairman of Trustees of the "Call" initiative for the development of Upper Egypt.
Osman supervised the implementation of a large number of opinion polls and surveys, including global survey of values in Egypt and the Corruption Perceptions Survey in Egypt. He made his first public opinion polls to assess the Presidential performance and first-time post voting surveys. His research interests include measuring human development, governance and demographic studies, the role of think-tanks and future studies. He participated in the preparation of Egypt's vision for sustainable development to year 2030 “Egypt Vision 2030” and held the responsibility to develop the demographic strategy. Osman obtained his Master and Doctoral degrees from Case University in USA.

Chief Executive Officer

In March 2023, Nasr Eldin was named Managing Director and Chief Executive Officer of Telecom Egypt. He also serves as a member of Telecom Egypt's board of directors, representing the Egyptian government, after previously serving as a non-executive Board member from July 2020.
He joined Telecom Egypt in 2004, eventually becoming Head of the International Cables and Networks Business Unit in 2014. During that period, Eng. Nasr Eldin undertook several initiatives that contributed to maximizing Telecom Egypt's revenues and capitalized on Egypt’s strategic position as a route for international submarine cables.
From May 2020 until March 2023, he was Deputy ICT Minister for Global Information Infrastructure at the Ministry of Communications and Information Technology. With over 20 years of experience in the telecommunications sector, Eng. Nasr Eldin specializes in the planning, development, and operations of submarine cables and international networks. He also has extensive experience in managing international programs and projects, having held several positions since 2016 at PCCW Global--the global operating division of Hong Kong Telecom--including Head of Subsea Cable Infrastructure; Vice President of Cable Innovation, Planning, and Management; as well as Assistant Vice President of Cable Development for the Europe, Middle East, and Africa region. His key role at PCCW included planning for new submarine cables and carrying out the corresponding feasibility and investment studies.
Eng. Nasr Eldin earned a bachelor’s degree in Telecommunications Engineering from Al-Azhar University in Egypt in 2001 and also holds an MBA.


Barakat was appointed member of Telecom Egypt's Board of Directors in March 2017, representing the government.
Barakat is currently Deputy Chairman & Managing Director of Arab International Bank since October 2014.
Barakat is over 37 years of professional banking experience. He has a strong record of achievement in Senior Managerial Positions. General Manager of Egyptian American Bank, Vice Chairman & Managing Director of Egyptian Gulf Bank, Chairman and CEO of Banque Misr from December 2002 till September 2014, Chairman and General Manager of Banque Misr Liban from May 2003 till April 2015, Chairman of Supervisory Board of Misr Bank Europe – Frankfort from December 2003 till June 2007, Chairman Banque du Caire from September 2005 till September 2011.
Barakat was a Board member of Central Bank of Egypt December 2003-November 2011 during which was appointed as a member of the Banking Reform Committee and the Audit Committee, Board member of the Egyptian Banking Institute January 2003 till January 2016, Board member and elected Vice Chairman Cairo Amman Bank from 2005 till 2014, Board member of the Anti-money Laundry unit 2008 – 2014, Chairman of the Federation of Egyptian Banks from April 2005 till March 2011, Vice Chairman of the Union of Arab Banks from 2007 till 2013 , Chairman of the Union of Arab Banks from 2013 till April 2016, Advisory Board Member of Master Card International (Middle East & Africa) from March 2011 till date, Board member of Visa International (CEMEA Regional Board) from 2003 till 2008, Advisory Board Member of Visa - Middle East & Africa ( CEMEA Advisory Forum ) from 2008 till December 2010.
Barakat holds a Bachelor degree in Accounting from Alexandria University in 1974 and an MBA degree from University of San Francisco – USA in 1977


Major General Ayman Mustafa Mohamed Ali is the Chief of Staff of the Egyptian Signal Corps in the Egyptian Armed Forces. He was appointed to Telecom Egypt’s Board of Directors in January 2024, representing the government.
In addition to his military of science degrees and military fellowships, Major General Ali holds an M.A. in Political Science from the University of Madras, India.


Lobna Helal was appointed to Telecom Egypt’s board as an independent board member in March 2019.
She currently serves as the Deputy Governor of the Central Bank of Egypt (CBE), responsible for monetary stability. She joined the CBE in 2004 to develop and execute a full-fledged two phased banking sector reform program and was appointed in 2011 as a Deputy Governor of the CBE to be the first woman to assume such a role.
In 2013, she moved on to become the Chairman and Managing Director of the Egyptian Mortgage Refinance Company (EMRC) before returning to the CBE in 2015 by a presidential decree to assume her current position.
She started her career in the banking and investment banking sectors, having assumed roles in the Arab African International Bank, the Egyptian American Bank and EFG Hermes.
Helal holds the position of non-executive Chairman for the Egyptian Mortgage Refinance Company and the Credit Guarantee Company. She is also a BoD member of the Guarantee and Subsidy Fund, Nasser Social Bank and the Social Housing Fund.
Helal holds a Bachelor degree in Political Science and a Masters of Arts in Economics from the American University Cairo.


Abou Ali was appointed member of Telecom Egypt’s Board of Directors, as an independent Board Member.
Abou Ali combines Egyptian and US legal education and practice, with experience in banking, commercial and corporate in both markets. In the US, he was involved in several corporate financing, leveraged buy-outs and corporate restructuring as an attorney with the Chicago law firm of Sidley & Austin.
Abou Ali served as attorney of the Supreme Court of Egypt. He is also a partner in Hassouna & Abou Ali for legal consulting. He has special experience in corporate, commercial and financial law.
He acts regularly as a legal advisor to the boards of several local subsidiaries of multinational companies and Egyptian joint stock companies.
Abou Ali holds an International Law degree from Notre Dame Law School (London School of Economics - LSE), in 1979. Also holds a L.L.M (Master of Laws) degree from Harvard University, in 1985.


Mohamed Sultan was appointed to Telecom Egypt’s board as an independent board member in March 2019.
Sultan has been serving as the Chief Operating Officer of the Commercial International Bank “CIB” since February 2015. He joined the CIB in 2008, assuming several senior management positions in the bank.
Sultan led some of the bank’s most strategic transformational programs adding significant value to the existing technology, enhancing the bank’s infrastructure and introducing digital banking with the aim of providing superior services to the bank’s customers and allowing the business to grow smoothly while maintaining its role as a market leader.
Prior to joining CIB, Mr. Sultan held the positions of Vice President of Branches Operations and Control Management at Mashreq Bank and Country Operations Head at National Bank of Oman.
Sultan graduated from the Faculty of Commerce, Cairo University in 1995. He has attended several leadership programs in top business schools and is also an alumnus of INSEAD Business School.


Aboualam has over 25 years of in the digital and technology management fields and a record of accomplishments in the European and Middle Eastern ICT markets and is currently the Co-Founder and Managing Partner of Glint Consulting, a company that offers management consulting and investment services.
Aboualam also assumed various leadership positions in a number of companies throughout his career. He co-founded and managed Soficom Communications SAE, which was later acquired by Batelco, and was the Planning and Business Intelligence Director of the fixed business unit in the Italian integrated operator, Wind Telecomunicazioni between 2005 and 2008. During this time, he was in charge of business planning, market and business analysis, strategic program management, and commercial product development. After that, he moved on to Orascom Telecom to become the Fixed & Broadband Development Director.
Aboualam was later appointed as Telecom Egypt's Senior Vice President and Chief International & Wholesale Officer in 2009 before becoming its CEO and Managing Director in 2012 where he played an influential role in leading the company.
He also served as a non-executive chairman and/or board member of several companies, including ItaliaOnLine, ITNet (Italy), Inty (UK), Telecom Egypt, Vodafone Egypt, TE Data, Xceed, Iqraaly, Mitcha, Wasla, Soficom (Egypt), Tellas (Greece), Tirocon (UAE), and Mobiserve (Egypt, UAE & Pakistan).
Aboualam holds a Bachelor’s degree in Telecommunications Engineering from Alexandria University.


Tarek Tantawy was appointed as a member of Telecom Egypt’s Board of Directors in March 2021, representing the government.
Tantawy has over 19 years of financial and leadership experience, including the execution of a number of large-scale equity and debt transactions in local and international markets. He is currently the co-CEO and Managing Director of Palm Hills Developments. Previously, Tarek was the co-CEO and Managing Director of CI Capital Group since 2015 where he played a key role in institutionalizing and transforming the Group into a leading financial services institution.
Tantawy had joined Telecom Egypt in 2002 and assumed several leadership roles in which he led the privatization of Telecom Egypt through an international IPO and executed the acquisition of a 45% stake in Vodafone Egypt. In 2007, he assumed the role of Vice President and CFO of Telecom Egypt, and later became its CEO and Managing Director from 2009 to 2011. He was also the CFO of IDJ-Beyti, a joint venture of Almarai and Pepsico, Vice President of the Investment Banking division at Sigma Capital, and Senior Consultant in the Corporate Finance division at FinRate Consulting.
He holds a Bachelor of Science in Construction Engineering from the American University in Cairo, and an MBA from Edinburgh Business School in the United Kingdom. He is also a CFA charter holder.


Mohamed Abdlehameed was appointed to Telecom Egypt’s Board of Directors in November 2022, representing the company’s labor union.
He began his career at the Ministry of Local Development in 2002. Abdelhameed joined Telecom Egypt's personnel affairs team in 2004, and was promoted to personnel affairs manager of the 3rd region in West Cairo in 2009, and personnel affairs manager of the 1st region in West Cairo from 2015 to date.
He presided over the West Cairo labor union from 2018-2022 and is currently serving a second term from 2022-2026. Furthermore, he was a board member of the Telecommunications Union for the period 2018-2022 before being nominated as chairman for the period 2022-2026.
Abdelhameed graduated from the Faculty of Commerce, Benha University, in 2000. He obtained a diploma in business adminisration from Ain Shams University in 2007.


Elsamra was appointed to Telecom Egypt’s Board of Directors in October 2022, representing the government.
He has over 20 years of HR experience in the banking sector in Egypt and the Middle East.
El Samra is currently the Chief Human Resources Officer at Banque Misr. He began his career in cash operations at Citibank in 1999 and was promoted to HR Generalist Manager in 2002. He joined Citibank Kuwait as Assistant Vice President HR Generalist Manager in 2007. El Samra served as a Vice President Senior HR Generalist at Abu Dhabi Islamic Bank from 2009 to 2011, before returning to Citibank Kuwait as Chief HR Officer in 2011. He joined Burgan Bank in Kuwait in 2016 as Head of HR and Development before taking on his present post in 2017.
Elsamra earned a bachelor’s degree in Accounting in 1997 and a human resource management diploma in 2004.
